Number of sites limited for each webmaster

Hi everybody ,
can somebody please help me find the way to limit the number of sites that a webmaster can submit and manage? I'm not a programmer but I can manage some easy code modifications

we don't know how to limit webmasters influence ! generally we look for the opposite solution and want their influence to grow !

Ofcourse I understand.
The native use of a directory is that but with this little modification you can give a different service direct to other kinds of users and not only webmasters. I whant to give users the oppotunity to edit just one site for each like a "mini website".
