Hi
i currently got a "offline database" that I use at work, i got more than 35.000 websites+personal adress registered in my database (witch i'm going to convert to arfooo in the future, its not that complicated) so here is the question:
can the script handle it well? i know the host is a major point but i'm using the #1 host from my country...I already saw some websites using arfooo running pretty well with more then 4k websites 
tried some stress test tools but they are so lamme, er

Yes Arfooo have nothing problem with this small database 40k
For example www.annubel.com have approximatly 40k websites.
I have tested with + 100k without problem, so if you have good host, you can easily
