BUG REPORT cant SAVE after editting category

I made a few categories, with the intention of going back later and adding more details, BUT I CANNOT save.
(note I can save when I originally MAKE the category, I just cant save after trying to EDIT)
Doing something as simple as submission in the category allowed on/off and nothing happens.

I click SAVE at the bottom when I have completed my changes BUT nothing happens.
Nothing at all.
I either get NOTHING happen, OR I get a screen that says changes were saved, but then when I open it again NOTHING is changed and everything is the way it was before.

Also CAPTCHA is NOT displaying on user registration page. SO, no-one can register. I have all captchas turned ON in admin.

Need answers to both problems thanks.
