UTF8 mod rewrite

Hello,

The rewrite functionality of URL in Arfooo directory has a serious limitation. It could not able rewrite URLs for non latin characters.

For exmple, If the listed website title is The Anesthesia Blog so its listing URL should be some thing like http://dir.azzazianesthesia.com/the-ane ... g-s26.html , while If the website title has Arabic title such as مدونة سعيد بكر it should be as:
http://dir.azzazianesthesia.com/-s16.html which contains only the id of the website without its title.

I hope the next version of Arfooo will able to fix this issue.
