Captcha-Code missing!

Hello,
the capture-code in the submission-form appears not ever. In most times there is non. But on third or fourth reload it appears!
Settings are ok!
This is a critical bug!

Now i have set on "webmaster register --> on" and here it is OK.

But, if settings "webmaster register --> off" then at "register Site" the Captcha-Code does not appear every time. In most cases it does not appear and you will get "Captcha-Code wrong" and you cannot register your Site.
