Email validation

How can i validate my email. It never sends any email, when i send it through test email. Please tell me the whole process:

1)How can I customize the various emails sent to webmaster and administrator.
2)How can I create personalized email, then select them in the management of pending website, then send.

I have already assign "admin email" but all these never works.
