if people have the cash to spend then yes paying someone to do your SEO work is an option.
As long as you use Googles Webmaster tool, xml sitemap plugin, good key words, unique posts, good meta tags and desc on your site you can do the rest your self very easy.
I would suggest doing link swaps / exchanges with other websites in the same niche as your site. Book marketing and directory sites work well but your link doesn’t appear on the home page.
